Queensland's Child Safety Minister has declared she wants less kids in residential care and more placed in family-based settings as a major child protection inquiry begins.

The Queensland government has announced a commission of inquiry into the state's "broken" child safety system that it says is failingchildren in residential care at a cost of $1.12 billion.
