Phoebe Beltran sustained several cuts on her right arm and had to be hospitalized after she was attacked by a sea lion in Long Beach.
"We're responding to phone calls and social media posts about stranded animals, we believe it's an environmental contagion causing all of this," said Joaquín Mercardo de Santiago, head of Baja's Civil Protection.
