A new poll conducted Oct. 28 by YouGov found that the majority of Americans would support Puerto Rico’s decision to become a U.S. state — or leave the U.S. entirely.

The United States has 16 territories, five of which are permanently inhabited, including Puerto Rico, the U.S. Virgin Islands, Guam, the Northern Marina Islands and American Samoa.

Making D.C. a state would, therefore, involve a constitutional amendment, whereas making Puerto Rico a state could be done with a simple act of Congress.

In past plebiscites, independence and Commonwealth have been included as options for Puerto Rican voters to choose. Puerto Rico has been a U.S. territory since 1898.
